What Is The Full Form Of NRC? NRC stands for the National Register of Citizens. It’s the register containing names of Indian Citizens in Assam, i.e. a listing of Indian citizens of Assam. It had been prepared for the very first time in 1951 after the Census of 1951.

It’s updated to incorporate the names of those persons (or their descendants) who appear in the NRC, either 1951 or Electoral Rolls up to the midnight of 24th March 1971 or in a document issued up to midnight of 24th March 1971 that is a proof of their presence in Assam or any other part of India on or before 24th March 1971.

The names contained in the NRC, 1951 or an Electoral Roll up to the midnight March 1971 together are known as Legacy Data. Accordingly, there are two conditions for an individual’s name to be included in the updated NRC listing of 2018:

1) the person’s name must exist in the pre-1971 period or the legacy information.

2) The person should establish a linkage with someone whose name appears in the heritage information.

The need to update the NRC of 1951 was first raised by the All Assam Student’s Union (AASU) and Assam Gana Parishad around 3 decades past. These organizations had filed a memorandum to the Centre on January 18, 1980, and on 17 Nov 1999 at a tripartite meeting a decision was made to upgrade the NRC and center sanctioned funds to start the exercise.

Recently, the procedure for the NRC upgrade was started in Assam as per the order of the Supreme Court in 2013. It plans to weed out the illegal migration from Bangladesh along with other adjoining areas. The NRC is updated under the Citizenship Act and according to principles mentioned in the Assam Accord. The collection of all NRC is released on 30th July 2018.

Eligibility Criteria for Inclusion in NRC: 

An individual should be contained in the Census of 1951
or
An individual should be on the Electoral Rolls up to midnight 24 March 1971
or
An individual should be the descendants of the above-mentioned persons
or
An individual who came to Assam on or after 1 January 1966 but before 25 March 1971 and got himself enrolled in compliance with the principles of the Central Government made for the Foreigners Registration Regional Officer (FRRO) or someone who isn’t declared as illegal migrant or foreigner by the jurisdiction.
or
A D voter may apply to be contained if she or he is declared non-foreigner by an Australian Tribunal.
or
An individual, who will provide any of the documents mentioned in the set of documents and issued up to midnight on 24 March 1971, is eligible for citizenship.
